Summary

New explainer post plus fact-refreshes of three existing posts for the June 2026 EU Digital Omnibus and token-cost developments.

  • The Digital Omnibus (EP June 16, Council June 29) moved Annex III high-risk obligations to Dec 2, 2027 and Annex I embedded to Aug 2, 2028
  • What still lands Aug 2, 2026: Article 50 transparency (explicitly covering agents per the Commission's May 8 draft guidelines), GPAI enforcement powers with Art 101 fines (3% worldwide turnover / EUR 15M), and California SB 942's aligned operative date
  • Closes with a deadline-ordered H2 2026 checklist for agent operators

Caveats

  • Post correctly states the Omnibus is adopted but pending Official Journal publication (expected July 2026). If OJ publication lands before merge, the "as of publication" paragraph can be tightened in a follow-up.
  • Consilium and EUR-Lex source URLs are bot-hostile to automated fetchers but confirmed live and canonical.

  • All internal links verified to resolve (75 unique links across the four files, checked twice)

New explainer covering the Digital Omnibus timeline changes (Annex III
to Dec 2 2027, Annex I to Aug 2 2028) and what still lands Aug 2 2026:
Article 50 transparency (incl. agents per the Commission's May 8 draft
guidelines), GPAI enforcement powers and Art 101 fines, and California
SB 942's aligned operative date.

All dates, article numbers, fine amounts, and the draft-guidance quote
verified against primary and legal-commentary sources (Consilium,
Gibson Dunn, Covington, artificialintelligenceact.eu, Orrick, Troutman).
Internal review cycles 1-2 applied (style, credibility hedges, month
arithmetic); glossary linker run.
- governance-framework mapping post + state-of-governance 2026: update
  stale "high-risk obligations apply Aug 2 2026" claims for the adopted
  Digital Omnibus (Annex III -> Dec 2 2027, Annex I -> Aug 2 2028) and
  cross-link the new Aug 2 2026 explainer.
- cost-control landscape post: add "Update, July 2026" section covering
  the TechCrunch token-bill report (Uber/Microsoft/Priceline, Faros AI
  18.6x figure, Storment quote), Linux Foundation Tokenomics Foundation
  intent (June 3), and the Portal26 agentic-token-controls category

  first refresh pass; reframe around Art 50 + GPAI enforcement and link
  the new explainer.
- new explainer: soften OJ publication timing to "expected in July
  2026" (source language says "shortly"); add EP vote record source for
  the June 16 endorsement date; renumber sources.

- Replace the howtheyvote.eu citation (pointed at a March 26 vote, not
  the June 16 AI Omnibus vote) with Matheson's insight note, which
  states the June 16, 2026 date and 423/57/174 tally directly.
  Verified by fetching the Matheson page before citing.

- MODIFIED, date stands: reviewer read the original SB 942 text
  (operative Jan 1, 2026). AB 853 (signed Oct 13, 2025) moved the
  covered-provider operative date to Aug 2, 2026 - verified against
  Orrick and Troutman Pepper analyses and consistent with the merged
  EU AI Act explainer (#773). Added "as amended by AB 853" inline so
  readers checking the unamended bill text don't hit the same trap.
