Updating Port Roberts Thieving Helper
The actual big commit is here, not including the readme change.

• Unified stall data into a single data type class to remove unnecessary Hashmaps and values all over the place
• Added new text above stalls to show many thieving attempts remain based off ticks
• Fixed notification and highlight tick timing to be much more accurate
• Simplified and unified the config to have only primary and secondary notifications available
• Merged both box overlay and highlight overlay into a single one
• Removed and merged every box render call into a single iteration loop

I just realized I forgot to put a version in this .. I knew I was forgetting something :( Hopefully that's not a problem.
This update is fairly large, so I don't expect a timely merge. Thanks y'all.
