Add Bank Value History

Adds Bank Value History.

Bank Value History tracks bank value over time by capturing local snapshots and providing history/comparison views inside RuneLite and through an optional local dashboard.

Main features:

• Capture bank snapshots locally
• Compare snapshots over time
• Browse item history and changes
• Optional bank screenshot capture
• Optional local dashboard for local history/chart viewing

Security / behavior notes:

• Snapshot data is stored locally on the user's machine
• The optional dashboard is intended for localhost use only
• The plugin does not expose its core tracking features through an external service
• The plugin's runtime external network calls are for OSRS Wiki price/mapping/timeseries data
