update tasks-tracker: Restore skill filters, bug fixes, & add completion location

Added completion location capture (in export to be used by external tools only, no UI)

• fixed skill filter issue with global filters cache on plugin shutdown/startup osrs-reldo/tasks-tracker-plugin@9437f5a
• fixed a bug where saved data is lost (task progress/completion/tracked) if disconnected or failure to load task data osrs-reldo/tasks-tracker-plugin@09d0881
• unify task type load strategy, one was not re-pulling task-type config osrs-reldo/tasks-tracker-plugin@dfa2c96
• fixed various issues with task drawing, fixing most issues where task list is improper osrs-reldo/tasks-tracker-plugin@5b0150e
