Watchdog: v1.3.0 Import/Export and Enable toggle

What's Changed

• Added Import/Export buttons to the main pane
  • This imports and exports a JSON representation of Alerts. You can overwrite or append to your current alerts.
• Added Export to the Alert screen
• Added a toggle switch to each Alert so that you can temporarily disable them.
• Added a label to the sound notification to indicate supported formats (generally will be .wav)
