This implements the feature requested on https://www.reddit.com/r/2007scape/comments/1opuu5m/comment/nneah44/, allowing Watchdog (or other plugins) to trigger a save. This also adds some tips on setting up OBS to automatically start the Replay Buffer, based on https://www.reddit.com/r/2007scape/comments/1opuu5m/comment/nnenyf0/

We would have no restrictions on OBS as it isn't part of the game and so it is completely wide open for use if you want to add things. |

Edit to add: This does, in principle, allow much more generic OBS integration, however I have restricted that for now to avoid feature-creep since the plugin name suggests only save-replay functionality. Would this be something we should relax?
