Let's just release Miniscript 13

I have big plans for Miniscript and was hoping to throw everything into Miniscript 13 (the new Taproot API, the new ValidationParams, removal of the Ctx parameter, new error types, etc etc). But there are still probably 20+ PRs to go before all this is done, and I'm hearing at the rust-bitcoin summit that there's some demand for the stuff we've already done. in particular the new Taproot API.

Also, if I'm counting correctly, apparently we have 80 PRs merged since 12.3 lol.

I will open a PR and make a changelog @sanket1729.

Would like to get #859 in but we can live without it.
