Updated section headers to use Markdown 2nd level headings. As part of #3883 we switched the template to not use level-1 headings. r? Turbo87

It might be good to create one so that there is a breadcrumb for someone to follow from the RFC to the PR, even if it is quickly closed by that PR. |
