Add live network tests #481
Description
rustup doesn't test the network today, but if network breaks it's super bad.
Add two classes of tests:
- smoke tests - just do installation off the live static.rlo
- docker-based tests - put nginx in a contain and configure it so that we can test that certs and other matters are handled correctly.
