"rustbot ready" reminder is not posted when the state is changed based on a "change requested" review #2227
Description
There are two ways to get rustbot to change the labels of a PR to "waiting-on-author":
@rustbot author- submit a review that is marked as "changes requested"
The first option makes rustbot post a comment saying
Reminder, once the PR becomes ready for a review, use @rustbot ready.
However, the second option does not lead to such a comment, so PR authors don't know how what to do when they have made the requested changes. It would be good if the second option behaved entirely the same as the first. Either way, the reminder should still only be posted once per PR.
