Rustup-init.exe link is missing for Windows ARM64 #2203

What needs to be fixed?
The Installing Rust > Rustup section of the Get Started page is missing Rustup ARM64 link on Windows.

We need to include the third platform option for Rustup-init.exe (ARM64) on the Get Started page.
This is my mistake actually, I forgot to file a PR for the rust-lang.org website when I was adding Windows ARM64 links to rustup.rs.
I'll get to it right away.
