Could you also update the highs-sys crate to the latest version (v1.13.1) ?

I should have probably written this message when doing the PR itself...!
The reason for my PR is this rather strange bug: the c_bindgen.rs file generated when using highs-sys (and highs) as crates (added to the project with cargo add) was missing some parts, notably IIS-related functions. On the other hand, when cloning the highs-sys repository, the c_bindgen.rs file is generated correctly without missing anything.

I am currently exposing some of that IIS-related functionality in highs. I will also probably add a mirroring, higher-level API for this to good_lp.
