fix(cli): make `ryra backup configure` atomic and re-runnable

`restic init` now runs before preferences.toml is written. A network
or auth failure no longer leaves half-saved config behind, and re-
invoking the command after a transient failure (e.g. Tailscale Service
routes not yet propagated, LE cert still issuing) defaults to retrying
init with the saved settings instead of re-prompting from scratch.

Bumps workspace + site to 0.2.1.
