v1.5.2 — engine extraction + bilingual errors

Extracted the SOP orchestration engine (run_step / run_map / print_plan) from run.py into kit/lib/engine.py; slimmed run.py to orchestrator-only.
Bilingual (EN / 中文) engine error messages; expanded --plan documentation.
