[Feature]: Option to re-arrange dashboard

Is your feature request related to a problem?

I would love to have the option to move around the widgets or reports on the main screen. Ideally moving the quick options to the top of the page. I know not everyone would want that, so having the option to customize the screen would be better for long term use.

Describe the solution you'd like

Having an option for the signed in user to recreate their own dashboard for what matters to them. Not just for admins.
