Adds the three missing portfolio-context sections to README with real harvested content (no filler): Current State (feature-complete, maintenance — recent work is dependency/CI hygiene), Known Risks (shared-core skew, determinism dependency, versioned wire protocol, room lifetime), Next Recommended Move (verify rand/tokio migrations, settle disposition). Lifts context_quality off boilerplate. Codex OS bootstrap WIP in the working tree left untouched.
