[REFACTOR]: Provider should emit events

In order to make this HA, the provider client should have an elected leader receiving event from the provider itself.
Events will then be pushed to a queue to be consumed by any instances of Sablier.

For that to work properly, all loops should now be based on events instead of local loops.
