Uris must become first-class citizens

• Add some kind of baseUri to both the Writer and the Reader
• Add a URI element
• Default serializer/deserializer for URI
• Serializer/Deserializer automatically calculated absolute urls

This is useful for xhtml a and link elements, dav href elements and atom's link elements and probably many others.

Yea .. good point =) I need to figure out exactly what this means.

There's two main use-cases:

1. Reading: XML documents often have links in them, we'd like to figure out what the absolute url was at parse time. Since the absolute, intended url is dependent on the location of where the xml document was parsed, it makes sense that the baseUri is a property of the document.
2. Writing: This is more specific to sabre/dav. We pass paths and links around everywhere in the application. These paths are always relative. Only during the serialization phase of xml documents, the full url is created, even though in this case, the full url is actually still relative. Even though this use-case clearly stems from sabredav, I think it's a common enough problem to solve in the xml library.

Better show use-case 2 as an pseudo-example:

$writer = new XML\Writer();
$writer->baseUrl = '/app/server.php/';
$writer->write(['{DAV:}href' => new XML\Element\Href('foo/bar')]);

This example would output something like:

<?xml version="1.0"?>
<d:href xmlns:d="DAV:">/app/server.php/foo/bar</d:href>
