Respect default file manager in Open Data Directory (Windows)

On Windows "Open Data Directory" should respect user's default file manager instead of force-opening it in File Explorer

Why do you and others need this?:

Because users who don't use File Explorer don't need it force-opened to explore the data directory

For me in the current version on Windows 11, the file explorer does not even open the data directory
