Add a tag-release job that runs on a push to main, gated (via needs) on the lint/test/shim/wheels/binaries jobs, so it tags v<version> only when main is green. The tag then fires the publish jobs. A red main is never tagged. Pushes the tag with RELEASE_PAT so the new tag triggers this workflow. Signed-off-by: Simon A. F. Lund <os@safl.dk>

Testing the autotag and release on integrated and CI passed on main.
