What does this PR do?

Bumps the dependencies on @salesforce/plugin-sobject, @salesforce/plugin-release-management, and oclif to the latest versions, so now every package in the ecosystem is depending on @salesforce/sf-plugins-core@12.x instead of some using v11 and others using v12.

Acceptance Criteria

This PR includes no behavioral change. If the tests still pass, we should be in the clear.

Testing Notes

I did npm ls [blah]with the dependencies I was concerned with, and they all showed the right underlying versions. That should be all we need.
