What does this PR do?
Keep the package version retrieve command hidden (it was unhidden, but the CLI version has not been released) until the server side package version creation is fixed to generate the metadata zip that this command is trying to retrieve.
What issues does this PR fix or reference?
@W-17369132@ - user will get an error if they try to retrieve a zip from a conversion package. It will be confusing because the zip should always be generated for conversion packages, but this needs to be fixed.
