chore: remove Profile metadata with IP ranges W-20065050

What does this PR do?

Removes Profile metadata in the sfdx project used for NUTs.

The Metadata API now blocks deployment of Profiles with the ranges exceeding 16,777,216 addresses, we've seeing these plugin-user NUTs failures:

these IP ranges weren't event needed for these NUTs so no other change is required.
