This PR widens the range of dependencies we'll accept, effectively moving our default pipeline to PostCSS 8. All of the previous versions of these packages are still in-range for ECM itself, and
test-packages/old-appdemonstrates this by continuing to use those and compile successfully with Node 6. (Or at least it's all green locally; we'll see if CI agrees.)Closes #218.
