More Maintainers for node-pg-migrate

Hello @brenoepics and @osdiab, I just had an accident yesterday. I'm fine, but I fall hard on the floor and I was checked in hospital. Don't want to spread to much details here.

However that made me think... Is someone of you or even both of you interested to connect with me in Discord and become additional maintainers of node-pg-migrate? And I really mean also that I will tell you how the publishing process going and giving you the rights for publishing access as well as issue management.

There are currently also these 3 issues I wanted to tackle and confirm, but I'm not sure since yesterday if I can handle them appropriately.

• Allow configuring jiti #1615
• dropConstraint: add ifTableExists option for idempotent retries #1628
• docs: Fix documentation of JSON config options #1627

Can someone of you add https://www.npmjs.com/~brenoepic to the npm members on https://www.npmjs.com/settings/salsita/teams/team/node-pg-migrate/users ?
I have only member rights there. If you are even ok with it, you could give us also more rights there to add new members, so we don't require someone from salsita to ask.

I have added @brenoepics already as an admin to https://github.com/salsita/node-pg-migrate in repo-settings collaborator section (while I'm with him in a Discord call 😸)
