[DOCS] Early release notes for 3006 still exist

These old, incomplete release notes still exist on "latest". Some people land here by mistake when searching.

@s0undt3ch , I'm wondering if you could investigate this issue a little bit and provide some insights about why the release notes index page is getting out of date and the latest branch displays the wrong release notes:

• Does the automated release notes process have a mechanism that we're missing for pushing the actual latest release notes to latest?
• Or is this a manual step that we're missing as part of our release process?

The particular issue here is probably the rename from 3006 to 3006.0 without taking some intervention to remove the old page.
