What happens if/when provider isn't in vm_?

This is just a stop-gap change until provider is completely deprecated in favor of driver. The vm_ dict gets populated with driver in cloud/__init__.py. I missed the gogrid driver in #24796.

Without the alias, the GoGrid driver will stacktrace when using
providerinstead ofdriverin the provider configuration file.Refs #24796
