[Docker] docker-compose does not target local files

1. Enable docker-compose watch mode
2. Change files
3. Observe nothing happens (except index.html)

It appears that your line in your docker config is ALWAYS using the fallback files. I believe the pathing is broken somewhere.

If you remove the @ fallback, the app breaks. Unless I am misunderstanding how you configured your docker, which is very likely, this seems to indicate it is always using fallback.
