Add an explicit receive-only apply command with a pinned app data directory,
per-revision local receipts and recoverable write intent. Refuse local edits,
preexisting destinations, incompatible state and unsupported renames/deletions
without discarding received bytes. Exercise real transfer/application and local
conflict refusal, plus a lost application receipt without a second source write.
Document the closed-workspace boundary and keep active-editor integration and
server device acknowledgments in the queue. The full local gate passed with
Rust tests serialized after the unchanged watcher timing test exceeded its
100 ms limit under parallel macOS load; native and Windows clippy also passed.

No artifacts on this release. It is a patch; packages are built for minor bumps (X.Y.0) and on request. The newest release that carries them is the one to install — or run the Build workflow by hand with 0.20.1 as the version.
