Add recapture-conflict with the pinned application data directory. Document
publication-before-recapture for a prepared choice, retained ancestry, source
preconditions and capacity limits. Real TCP smoke exercises recapture before
resolution; recovery tests cover repeated capture, published choices, lost
responses, refusal boundaries and branch capacity. The full local gate passed,
including native/Windows clippy, workspace tests and frontend checks.

No artifacts on this release. It is a patch; packages are built for minor bumps (X.Y.0) and on request. The newest release that carries them is the one to install — or run the Build workflow by hand with 0.20.11 as the version.
