Expose independent default-off desktop options and CLI commands for capturing
new receiver notes and recognized local renames. Keep source application
explicit. Scoped TCP smoke verified both changes on another receiver; 82
frontend tests, native/Windows clippy, generated bindings and the remaining
workspace suite passed. The full local gate failed only the existing watcher
startup timing test; its assertion remains unchanged.

No artifacts on this release. It is a patch; packages are built for minor bumps (X.Y.0) and on request. The newest release that carries them is the one to install — or run the Build workflow by hand with 0.20.17 as the version.
