Move the durable product specification and superseded planning drafts from
.continue/ into docs/, reduce the interface, index and sync queue files to
their actual unfinished work, and make the documentation index point to the
delivered records. The queue now lists only implementation, physical-device and
owner-acceptance work that remains open.

No artifacts on this release. It is a patch; packages are built for minor bumps (X.Y.0) and on request. The newest release that carries them is the one to install — or run the Build workflow by hand with 0.20.21 as the version.
