Add independent fetch, conflict inspection, branch export and file-based resolve
commands so a blocked upload queue can retain both histories and resume after an
explicit choice. End-to-end CLI smoke verifies publication and guarded receiver
application without replacing uploader source files. Regression tests cover a
second remote race, lost response, restart and export of retained original bytes.
Update the protocol contract and remaining queue. The full local gate passed;
installed-release owner acceptance remains open.

No artifacts on this release. It is a patch; packages are built for minor bumps (X.Y.0) and on request. The newest release that carries them is the one to install — or run the Build workflow by hand with 0.20.7 as the version.
