docs: update README for rc.48, bump version to 0.3.0#6

The content-index and undeclared-state checks are now implemented, but the README still described content-index validation as a known limitation and pointed users to the Rust implementation for it, and the badges and counts referenced the 74-vector rc.37 corpus. - Conformance and spec badges: corpus 74/74 -> 106/106, spec rc.37 -> rc.48. - Status section: 108-vector corpus, 106 in-scope passing, with the two Stage 7 trust vectors reported as out of scope. - Known limitations: replace the obsolete content-index section with the Stage 7 trust-state machine, the one capability still not implemented; note that content index and E_STATE_UNDECLARED are now implemented. - Update the 74-vector references and the built-from-spec tag to rc.48. - Bump the package version 0.2.0 -> 0.3.0.

Verified locally on JDK 21: mvn test, 168 tests, 0 failures (BUILD SUCCESS).
