P10-S4: ship daily brief and notifications

Summary

• add daily brief generation, notification preference enforcement, scheduled open-loop prompts, and scheduler job evidence for Phase 10 Sprint 4
• extend hosted settings and Telegram delivery seams for quiet-hours-aware scheduled delivery without widening into admin or launch tooling
• align control docs and review/build evidence to the committed P10-S4 branch payload
