Moves the CodeIntelligence engine (code graph builder on Laravel Brain,
entry-point/dispatch/policy/reference/blade tracers, member-level change
resolution, impact analyzer and formatter) into this package as
richter:impact, richter:detect-changes and richter:benchmark, plus an
optional MCP server when laravel/mcp is installed.

Project-specific coupling is decoupled into config/richter.php
(default_base, dispatch_helpers, entry_point_roots, benchmark_cases).
The test suite runs against a fixture Laravel project tree under
tests/Fixtures/project, including an end-to-end graph-build test.
