Tag change Muscovy -> Russia does not convert all territory

Seems likely that this is not correctly detecting the tag change event.  Possibly the event is part of one of those repeated key scenarios and is being dropped?

Alternatively, maybe the assumption about Paradox always doing the fake history rewrite _after_ the real one is invalid.
