Add Nix flake support for reproducible archiving

• Add flake.nix with proper Python packaging
• Add GitHub Actions CI for Nix builds
• Enable reproducible, content-addressed archives
• Support binary cache distribution

Tested locally with 'nix flake check' - all checks pass.
