Remove rel="noopener noreferrer" from custom Docusaurus components

Description

This PR removes rel="noopener noreferrer" from custom components in Docusaurus so that we can better measure the effectiveness of the support-related links, announcement banner links, in-site notification links, and Javadocs links.
