Add Microsoft Clarity plugin for insight on improving docs site experience

Description

This PR adds the Microsoft Clarity plugin. This plugin can be used to help us determine how to better improve how visitors navigate our documentation and enhance the overall documentation experience.

Note

This feature is experimental and for internal use. However, additional code needs to be implemented.
