Description

This PR adds Microsoft Clarity code as a component that applies to all pages and adds a banner message about cookie consent.

Related issues and/or PRs

Changes made

  • Created a root component in Docusaurus that includes:
    • Added Microsoft Clarity code that applies to all pages.
    • Added a closable banner at the bottom of the page for first-time visitors and for those who may not have visited the docs site in a while.
