For future hackers who faced the same problem here's the solution

# shape here is the shape containing the text_frame
#! so you can call this without errors "shape.text_frame" 
xfrm = shape._element.spPr.get_or_add_xfrm()
try:
    print(int(xfrm.get("rot")) // 60000)
except Exception as e:
    # print(e)
    pass

also please refer to this issue

here are some important notes

1. the angles are from the X axis in a clockwise direction
2. xfrm.get("rot") returns a string so you need to convert it to int
3. if the shape is not rotated this xfrm.get("rot") will be None
4. the angle value needed to be divided by 60000 (I don't know why)
