CI runners use a paravirtual Metal device that lacks stage-boundary
counter sampling and can't create a residency set for MTLLogState.
Disable the affected tests when CI is set, matching the existing
pattern in EasyWinsTests. Also align .public-api.yaml with the
qualified type name the CI tool emits.
