We also allow these variables to be used across CSS templates. This PR also disables SASS template compilation. The library used by Hugo to support that feature is no longer being developed, and lags behind the SASS standard. CSS has also started to catch up, so the benefit is less than it used to be. We do still allow Hugo templating of CSS files.
