Use org.scijava.util.POM.getPOM from scijava-common 2.77.0 and later.
Some projects define a sourceDirectory in their POM. Let's respect this when building our source location URL. This commit also adds a test for the net.imagej:ij artifact pinned at version 1.53q and adds this as a test dependency.
