ci: Add tests with latex

There seems to be way to get latex distributions into GHA, eg https://github.com/marketplace/actions/github-action-with-texlive if not directly with docker.

We should have a separate `.github/workflow/ci_latex.yml` action that will pull this and test our latex dependent styles (namely CMSTex, DUNEtex, etc).

Run on PR vs on a timer depending in how long the execution is.
