Move CONTRIBUTING.md ~and changelog.md~ to the root directory

The CONTRIBUTING.md and the (deleted; should be revived) changelog.md should be moved to the root directory of this repository.

Also, the Installing vector section in CONTRIBUTING.md should tell users to fork the repo.
