chore: `pre-commit` configuration not working with `python=3.14`

Problem

pre-commit is failing because it uses s-weigand/docformatter and scikit-package has been updated to use PyCQA/docformatter:

Proposed solution

Run pre-commit autoupdate and use PyCQA/docformatter
or switch to ruff #273

I think this will be fixed by #273 when it merges so we don't need this. I will leave open for now, but I think we can close when that merges.
