The release workflow now fires automatically when
cmd/scip/version.txtchanges onmain, in addition to manualworkflow_dispatch. A newsetupjob reads and validates the version (MAJOR.MINOR.PATCH, whitespace tolerant) and threads it to every downstream job. Removes the now-redundantinputs.versionparameter and the manual validate step.
