this sets up standard variables to direct install products, which can be overwritten on the command line

I found that I did need #35 with this. However after that I had an error with finding uuid_generate. |

This was superceded by #38. I think this one can be closed. |

This PR closes #36 by providing a
debian/tree that builds thelibscitokens0andlibscitokens-devbinary packages, tested on my buster instance (WSL).There is no CI for this, since I have no experience with github actions, but this action (randomly picked from the marketplace) might do the trick.
This may fail without #35, but I don't know for sure.
